In September 2010, then Brig. Gen. Jeffrey S. Buchanan became the director for Strategic Effects, J9, United States Forces - Iraq in Baghdad. In this capacity, he coordinates and implements political, economic and communications activities on behalf of USF-I.
The general also serves as the USF-I spokesman. His most recent assignment was as the deputy chief of staff G3/5/7, U.S. Army Reserve Command, from August 2009 to August 2010. He has served in Iraq on three previous tours. From 2003-2004, Maj. Gen. Buchanan served as director of operations, Coalition Military Assistance Training Team, an organization charged with manning, training, and equipping the Iraqi Armed Forces.
While serving as a brigade commander in 2005-2006, he deployed part of his command to Iraq, where they served as Special Police Transition Teams for the Iraqi Police Commando Division. In 2007, Buchanan assumed duties as the deputy commanding general (operations) of the 10th Mountain Division, and deployed with the division to Iraq in 2008-2009, where they served first as Multi-National Division - Center and then as Multi-National Division - South.
He was commissioned as a second lieutenant in the Infantry upon graduation from the University of Arizona with a BS degree in Wildlife Ecology in 1982. He holds an MA degree in Leadership Development from the U.S. Military Academy.
